Does Resizing Reduce JPEG Quality?

It depends on what you do. Depending on how aggressively you resize, this can remove a little sharpness that is easy to see. Upscaling can’t restore detail that never existed — interpolation adds new pixels smoothly, but nothing about it is suddenly sharp. In testing, this resulted in no visible degradation when re-sizing a 2400×1600 JPEG to 1200×800 at 85% of the original quality, and downsized the file from 1.8MB to a mere 490KB.
